Major balance, tweaks, changes and additions to the Repair Module

Added more items for various Part Repairs (some include Planks, Rope, Twine, Wire and Adhesive Tape)
Using Ductape, rope, twine, etc isnt very good for repairs at the start but will help you learn mechanic skills so find vehicles and practice repairs (hint..Motorcycles are easier to work on)

Reworked Gas Tank Repairs (motorcycle and small gas tanks require less skill and resources)
Reworked Brake Repairs (motorcycle and cart require less skill and resources)
Reworked Suspension Repairs (motorcycle and carts require less skill and resources)
