Fixed Gaseous Fracking empires having their decision to enact Exotic Gases for minerals providing the wrong planet modifier.

- Bugs from invalid context switch with Sovereign Nations deposits fixed (also preventing potential CTDs)
- Empires reforming into the Masters of Architecture civic no longer get the event to build the deposit everytime they reform into it
- Fixed issue where buildings requiring upgraded capitals required habitat capital buildings on all worlds
