Updates to support Stellaris 4.0 (BioGenesis)

### Changed
- Total Assimilation updated to continue mirroring how Synthetic Assimilation works in vanilla, using pop groups instead of pops.
- Like the Driven Assimilator, the new Bodysnatcher empire can Total Assimilate any species from the beginning of the game.
- With BioGenesis, there are several new ways to unlock genetic assimilation, and thus also Total Assimilation:
- The tradition Genetype Regeneration, from the Purity tradition tree (also available to Wilderness)
- The tradition Evolutionary Extrapolation, from the Cloning tradition tree
- The tradition Planned Polymorphism, from the Mutation tradition tree
- Bugfix: Previously, all TA pops (even lithoids) consumed food while being assimilated. Now, they consume nothing.

Updates to support v3.12 (Machine Age).

### Added
- The buff (in vanilla) to Inevitable Assimilation, increasing the size of assimilation waves by 1-3 instead of 1, has been carried over to Total Assimilation.

### Changed
- Machine empires (whether gestalt or individual) can Total Assimilate after they finish one of their three unique ascension paths. Now that machine empires can assimilate any robotic species at game start, it would be unbalanced, and a bit unfair to Driven Assimilators, to allow them to immediately Total Assimilate all species. Instead, we pick a different point in progression that assimilation tends to happen for other empires.

- Splits Total Assimilation from vanilla Assimilation (jobs, citizenship types, and living standards). This makes the mod compatible with most other mods, since nothing is overwritten.
- Simplifies the conditions under which Total Assimilation is permitted: as soon as you can Assimilate any species, you can Total Assimilate every species.
