//racial effect balance changes//

environment:
-removed poison weakness
-reduced electric weakness to 30% (was 50%)
-reduced ice and fire resistance to 15% (was 20%)
-reduced oxygen bonus in water to 1500 (was 2000)
-oxygen bonus applies to fusaltwater now
-reworked swim boost bonus to be more clear

weapons:
-replaced spear/shortspear move speed buff with shortspear mastery +25%
-removed crit chance bonus for shortsword/longsword/dagger/axe
-changed shortsword/longsword/dagger/axe healthy bonus to apply to all 1-handed melees (besides fists, whips, and shortspears-because mastery buffs-)
