Updated Glitch event to add new suggested ConVars

Fixed Shrink event speed change not working
Updated Flu event to use better way of saving player speed change

Added ConVars to block certain weapons from being given out in the Pocket and Glitch events

Minor tweaks to avoid errors

Updated "Choose an Event" event to place window below the "Democracy" window to prevent accidentally clicking on one when the other event happens at the same time

Fixed Jesters dealing damage in the "Social Distancing" event

Fixed a bunch of bugs with the Bad Trip event
- Fixed ragdolling not stopping when the round ends
- Fixed case where players could get into constant ragdoll loops on some maps
- Fixed that damaging a player's ragdoll did not damage the player
- Fixed the players would lose Speed and Regeneration equipment after ragdolling
- Fixed that players would take CRUSH damage when the un-ragdoll logic is trying to find a good place to put them

Added missing knife damage ConVar for the Murder event to the list for ULX
