Fixed a bug that the empire can choose 'Cross Dimensional Experiment' decision multiple times, even when there is 'Cross Dimensional Experiment' empire modifier present in the empire.

Fixed a bug that 'Cross Dimensional Experiment' empire modifier can not be acquired under certain conditions.

Bug Fix
'Rain' and 'Red Ocean' Worlds
I have added 'starting_planet = no' line to prevent those worlds to be spawned as home world of ai empires.

Yeah, I forgot to add that line. I am sincerely sorry about this mistake.
