Setup: Fixed an issue with certain deposits spawning on planets they shouldn't do.

Events/Setup: Added Breakthrough menu to the Science Directorate. Breakthroughs can unlock when leaders gain tech Insight traits, and when criteria are met will enable a situation that will grant that technology.
Graphics: Fixed pop portrait and clothing display.
Setup: Added Officers and Warriors as job swaps for Soldiers. Officers trigger with Spirit of Exploration civic and grant a small amount of research. Warriors with Warrior Culture civic and grant a small amount of unity.
Setup: Adjusted a number of buildings to update their production values.
Setup: Fixed Elachi starting setup.
Setup: Fixed habitat district job values.
Setup: Transphasic Torpedoes added, unlocked by the 'Transphasic Compression' Insight trait.

Setup: Resolved a source of CTDs when starting new games.
