Upgradable Resource Refineries

Since a lot of the mod changes are informed by the changes that came in stellaris 4.0, I'll be laying out both here for clarity.

Strategic Resource Refineries
Vanilla 4.0 Strategic resource refineries no longer give refiner jobs, instead they add a strategic resource output to artisan and metallurgist jobs at the cost of increase upkeep.
Mod effects Adds upgradeable versions of the vanilla 4.0 refinery with higher output and upkeep costs.

Factories and Foundries
Vanilla 4.0 Foundry Hubs and Industrial hubs no longer increase Alloy and Consumer Good output at the cost of increased job upkeep, instead they provide a flat number of jobs.
Mod effects Alloy Foundries and Civillian Industries now give the increased resource output and upkeep costs for artisan and metallurgist jobs, similar to that previously provided by Foundry hubs and Industrial hubs.

Other
Synthesis Centres now give a flat +25% output to all strategic resources produced by jobs, as their previous bonus was not compatible with the new system.

All tier 2 and 3 Factory, Foundry and Refinery buildings now require tier 2 and 3 capital buildings to be built.
Tier 1 refineries no longer require a tier 2 capital building.

Thanks to the generous contribution by @Sidewinder Fang I was able to update this mod to the 3.9 version of the game with minimal effort on my part. He even included a few nice rebalances. Here is a record of our collaboration:

Added inline scripting for all factories, foundries and refineries

Consumer goods factories tier 2 and 3 are now unlocked by the Nano-Circuit Assembly and Replicator Kiosks techs respectively
(Alloy foundries already have a similar tech progression with their own equivalent technologies and it makes more sense and feels more rewarding to stagger the tiers)

Synthesis centres now grant a politician job for regular empires in place of the defunct administrator job

Technology weights updated to work with the 3.8 leader traits system

Restored the amount of artificers to the rate of 2 artisans = 2 artificers after player feedback that the previous change was not in line with the balance of the game. Special thanks to Laneer.

Rebalanced the amount of artificers to be more in line with the rest of the game to a rate where 2 artisans = 1 artificer.

Swapped the sprites for the two foundry building types.
