- a few military techs now have "being at war" as a requirement before they show up.
- vastly reduced the chance of planet class specific rare techs from appearing
- reduced the frequency at which the +20% science techs appear. Except for the AI, they have an increased chance of getting them. This to keep the AI competitive!
