A minor cleanup patch (stopped unnecessary fleet events from triggering, fixed a bug in a gestalt crime event, removed useless revoked consecration code which I don't even remember writing, removed defense platform budget category since it wasn't working anyway).

Fixed some errors in purge policies

Observed a game where AI didn't upgrade their starbases and it hurt it, I thought that bug wasn't present but apparently it is.

Added an event which subtracts resources and upgrades them one-at-a-time while AI is not at war. Not perfect, but I don't think it's possible to make them upgrade in any other way.

Also made non-militaristic materialists and pacificts prioritise discovery tradition more.
