Turns out economic plans don't switch between them properly (ai_weight is checked only once and then the plan is "sticky") , found a workaround (if you are trying to mod plans the only way to stop AI from using a plan is to have possible = {} clause in it. This works even if CWTools complains that it doesn't).

Figured a way to build some city districts, helped AI a lot (I witnessed ensing AI hitting repeatable in 2350. Not ideal, but it's a long way. I don't think the 2.8 version was capable of it). I have a new idea on how to make AI build them, but even now it's all good.

Previous update was a bit faulty (included uploaded together with a temporary file and the changes between this and beta version were merged in the wrong direction). This should fix it.

Fixed a bugged behavior of robot assemblies, fixed economic plans not changing properly, new attempts to make AI build damn city districts.

Found the source of the problem when the AI lategame doomstack would get stuck waiting for repairs while not orbiting a starbase (and thus not repairing). Also this was a cause of fleets not merging.

The update from a minute ago was an accident, the mod was in the process of changing (I wanted to make a new mod to test some things, but reflexes instead updated starnet).

Reverted the changes back, hope nobody will catch the wrong version.

Increased armybuilding when AI is preparing for war and made AI prioritise picking supremacy tradition tree if it's preparing for war and doesn't have it yet.
