Some district weight changes (hiveminds were not building enough hive districts)

Building of defense platforms for AIs is temporarily disabled because since 2.4 AI are building them everywhere like mad and the amount they build is unmoddable.

Fallen empire building changes.

Awakened empire behavior didn't have a check for being an awakened empire causing normal AIs to demolish fallen empire buildings.

component_templates change (There was an issue with AI not using dark matter components properly. They've equipped them everywhere and proceded to not build any ships.)
