This patch doesn't do anything except changing the version number so people won't panic because of the launcher saying it's incompatible.

Rodahtnov (one of the authors of ACE, check his mods!) told me a sick trick that allows to force AI build new buildings that is better than my current system. I've implemented it for strongholds and research labs and it seems to work like a charm.

Some of my restrictions that were supposed to apply to ai were applied to not AIs (in other words, the players).

No important files changed.

Changed habitat management a bit, decreased threat decay.

Further increased the threshold for breaking agreements (weird that it doesn't seem to be doing anything).

Noticed that AI doesn't seem to like adding extra science in midgame, so made some changes to help it.

Changed how fast the AI adds bureaucratic buildings. While it was an ok spot techwise, I think getting second ascension perk quicker would cover it.

Reworked the conditions for executive vigor. Now I believe that fortify the borders is a good edict AI should pick it earlier (especially if they have an influence surplus).

AI wasn't using luxury boost decision on conquered planets as often as I wanted.

Added scope checks to prevent error.log spam.

Recently I've noticed (since it happened to me) that if you ever disconnect in a multiplayer game even for one monthly tick, the AI will ruthlessly mess up with species rights sometimes destroying the empire in the process. This was happening both in vanilla and starnet. I wasn't aware of it until this week (I thought that "recently played by" flag is supposed to stop from major changes and enslaving half of the empire is pretty much the definition of major).

Even though starnet's citizenship rights changes make more sense and won't destroy your empire, I don't think players appreciate if the moment their internet blinks their empire is completely changed a month after, so I added extra checks to ensure that AI won't change species rights in a multiplayer game if an empire was recently played by a human.
