Fixed an issue where players were being awarded more dragon souls. Sorry to those that were affected.

Looked into not being able to unlock shouts. Found no problems, but tweaked the new system to improve writing of values.

Fixed green text on stat upgrades. Values now do not appear as though you have a permanant buff.

Added complete new system! Both systems are available and configurable from the stone inscription.
New system allows souls to be converted (at a user configurable cost) directly to perk points, making it compatible with all perk altering mods!
