Finally added enough names to comfortably handle a 4k galaxy size.

Tweaked some settings in the individual generators, particularly with nebula. May need to do more of that.

Looking into incorporating species names into this as well, since they are tied pretty closely with the star namelists.

Added some names, some tweaks. Fallen empire generation has massively improved for 2.2, allowing for far greater numbers of AI empires without causing issues.
