Massive Rework and shuffle up

Added many new technologies, modifiers, structures

Instead of Core modifiers providing a straight 200% buff they now produce 3 ruined "Core Access" structures that have to be rebuilt providing 15% 20% 25% at T1-3 respectfully for a max of 75% when all 3 are fully repaired.

Instead of "Rich" modifiers providing a straight 30% buff they now instead produce 2 ruined structures on the surface that have to be rebuilt providing 5% 7.5% 12.5% at T1-3 respectfully for a max of 25% when both are fully repaired.

Removed the base specific buffs to all specilized machine worlds and replaced it with a base 25% robot production output as normal machine worlds are.

Added "Networked" structures that must be built specifically on specilized machine worlds to produce the specific resource and buff the generation of the resources across the planet. This system replaces the original specific buffs all specilized worlds had.

Researching technologies to gain access to specilized worlds and structures give a 1% boost to that resource production. (subject to change)

Lowered Rich and Ultra Rich resources from 4 & 6 to 3 & 4

Removed Civics Responsible for Assimilator/Terminator/Servitor Machine world starts (can still start on ruined version of the world though)

Solved high spawn issue. Now may be slightly more common than gaia.
