Cuelan Species Mod

A new species mod that I wanted to get ready before Banks comes out! Unsatisfied with the limitations of trying to make my own animations (in short: I suck at it!) I tried to make due with pre-existing animations and assets. I think it turned out pretty well!

This mod adds:
- Cuelan Species with sexual dimorphism and coloration differences and some custom(ish) armor!
- A pre-genned species with its own starting star system!
- A namelist for them!
- A custom cityscape for them!
- That's it!

No other dependencies, just a first (well, second) try at making portraits for the game.

TO DO:
- More customization - not going crazy and adding hair or phenotypes or anything, but different coloration and markings isn't out of the question.
- Possibly some custom ship textures, though not models.
