I unlocked Postal Dude by just doing "Insult a human", "Insult on a couch" and then playing as two characters. And after a few rounds of that, I got Serious Sam and then Postal Dude. I think I also completed a tournament with Serious Sam before doing another round with two playable characters.

Also, you can unlock The Postal Dude by playing local multiplayer.

Postal Dude is not worth unlocking. It seems to be related to getting all previous characters beaten in the tornament and then playing some multiplayer, but then again, there's nobody to even play against in this game. Nobody plays it anymore. It's actually almost sad.
