From what I can tell, it was going to end with Death Wish then Apocalypse. I'm not sure if the Pardo ending was already there, or if his fate was supposed to be uncertain and it wouldn't show Pardo finishing him off.

So Hotline Miami 2 was originally meant to end on Pardo shooting Tony, nice.
