To unlock the Cyborg character set you have to complete all the tutorial levels.
Dino
To unlock the Dino character set you must beat Team17 in all of the challenges(excluding the deathmatches).
Professor
To unlock The Professor character set you must complete all the missions in "Story".(Not the Worms 3D Campaign)
Wormenstein
To unlock the Wormenstein character set you must beat Team17 in all of the deathmatch challenges.

i know why you dint had cyborg skin in your store sathiel. you actouly have to complete the first chapter of the story mod AND you have to complete the toturial. jsut a heads up

I finished the tutorials (got the achievement), but for some reason the cyborg character is not unlocked... only the alien was available...

Alien is already unlocked in the start of the game
