Doctor Moreau was a physicist before he was exposed performing vivisection on animals. Since then he retreated to an island, and tried to make animals more human by heavily modifying their bodies and making hybrids. He eventually gave these animals intelligence and gave them three rules.

Do not eat meat.
Do not walk on all fours.
Do not shed blood.

If these laws were broken, he'd whip his experiments and challenge them.

This mad doctor appeared as a mian character in H.G Wells's "Island of Doctor Moreau", in which Wells calls it "an exercise in youthful blasphemy." Doctor Moreau is one of the first concepts of a mad scientist and showing the innovative evil that science can reveal. I truly liked the concept of him so I recreated him in Garry's Mod.
