History.
Something about Green Arrow (Oliver Queen) : Son of a billionaire, Oliver Queen was once nothing more than a spoiled socialite, a disappointment to his family. He grew up quickly when an extravagant party he was hosting out in the Pacific was attacked by pirates. The pirates hoped to earn millions from their hostages, but Oliver eluded capture and fought back. He launched a sneak attack on the pirates with his bow, but Oliver hadn’t taken his lessons seriously and was a poor archer. His errant shot triggered the dead-man’s switch the pirate leader was holding. Dozens were killed in the explosion and Oliver was thrown into the ocean. Washed ashore on to a deserted island, he honed his bow skills to survive. Years later when he was rescued, Oliver dedicated his life to making things right, and became Green Arrow.

Green Arrow is a master archer, capable of pulling off amazing trick shots while performing acrobatic moves. His quiver is stocked with many specialized arrows, which he uses to gain the upper hand in combat.
Playing style.
Green Arrow has three different modes he can toggle between that grant him different passive benefits and alter the effects of his ultimate skill. He also has access to his ultimate from Level 1. These combine to make him a versatile Champion with tools for a variety of situations, strong poke, and good sustained damage.
Skills.
Passive Skill

Adaptable Ammo

When Green Arrow uses Superfoam Arrows, Ballistic Arrows, or Thermite Arrows, he gains 4% Attack Speed for 2s, and reduces the cooldown of Bullseye by 1s.
His ultimate skill, Bullseye, can be ranked at levels 1, 6, 11, and 16.
Attack Speed: 4% / 8% / 12% / 16%
Bullseye CDR: 1 / 1.5 / 2 / 2.5

Active Skills

1. Superfoam Arrows
Green Arrow rushes in the targeted direction and enters the Superfoam stance. His next Basic Attack within 4s has an Arrow Bonus that reduces the target's Move Speed by 10% for 2s.
Stance Bonus: While in Superfoam Arrow stance, Green Arrow gains 10% Move Speed. Taking damage suppresses this Move Speed bonus for 2s.
Slow: 10% / 15% / 20% / 25%
Cooldown: 14 / 12 / 10 / 8
Will Cost: 70 / 80 / 90 / 100

2.Ballistic Arrows
Green Arrow enters the Ballistic stance, and his next Basic Attack within 4s has an Arrow Bonus that deals an extra 10 Attack Damage.
Stance Bonus: While in Ballistic stance, Green Arrow gains 3 Attack Penetration, and Bullseye can hit multiple Champions. Bullseye only applies the Ballistic Arrow bonus to the first Champion hit.
Damage: 10 / 30 / 50 / 70 + 30% Bonus Attack Damage
Attack Pen: 3 / 6 / 9 / 12
Cooldown: 7
Will Cost: 25 / 30 / 35 / 40

3.Thermite Arrows
Green Arrow enters the Thermite stance, and his next Basic Attack within 4s has an Arrow Bonus that applies a bomb to the target. If another bomb is applied, or 3s pass, then it explodes and deals 40 Attack Damage in an area.
Stance Bonus: While in Thermite stance, any target killed by Green Arrow's Basic Attacks will explode, dealing 20 Attack Damage in an area.
Bomb Damage: 40 / 75 / 110 / 145 + 40% Bonus Attack Damage
Kill Damage: 20 / 50 / 80 / 110 + 40% Bonus Attack Damage
Cooldown: 7
Will Cost: 25 / 30 / 35 / 40

4.Bullseye
Aim: Green Arrow begins channeling, increasing range and damage over 2s. While channeling he loses 15% Move Speed, and cannot Basic Attack. After 4s the skill cancels.
Fire: Fire an arrow that deals 65 to 85 Attack Damage to all enemies struck. Upon hitting an enemy Champion, the arrow stops and applies the Arrow Bonus of the active stance.
Minimum Damage: 65 / 110 / 155 / 200 + 100% Bonus Attack Damage
Maximum Damage: 85 / 160 / 235 / 310 + 160% Bonus Attack Damage
Cooldown: 16
Will Cost : NO COST
Items i advice you to use.
As i said before Green Arrow is a good damage dealer and a marksman. So i advice you to buy items to improve his :
-Attack Damage
-Attack Speed
-Critical Chance
-Attack Lifesteal

As for me I begin my game on Coast City with ZEISS GOGGLES(Tier 1) which cost 500 credits and grants you+ 7 Attack Damage and + 7 Attack Speed and a MODULAR HEALTH VIAL(Tier 3) which grants you 4 heal charges for 150 healthpoints each for 500 credits .If things are going good I'm trying to purchase my ZEISS GOGGLES(Tier 4) which is gonna grant me + 30 Attack Damage and a + 30 Attack Speed and Enhanced Aim.

-Enhanced Aim: You gain 8 stacks of Enhanced Aim each time you hit with a basic attack and 4 stacks every second. When you reach 100 stacks, your next basic against an enemy Champion attack will deal 100 + 25% Bonus Attack Damage as Power Damage. After, Enhanced Aim stacks will reset to 10% of your Bonus Attack Damage. which is very good for beginning.

Next Item I'm trying to purchase is SOULTAKER KATANA.It's a very good item which is gonna grant me + 40 Attack Damage and + 12 Attack Lifesteal on Tier 4 only for 3250 credits. And grants me an effect of Attack Damage Collector.Don't forget,Katana has 4 Tiers.

-Attack Damage Collector:+0.5 Attack Damage and 0.15% Attack Lifesteal when you collect a coin (max 20 Attack Damage and 6% Attack Lifesteal, lose 50% of your stacks on death). Coins give double stacks on Gotham Heights.

My next main item is JOE CHILL'S REVOLVER Tier 3.It is gonna grant my Arrow + 50 Attack Damage and a + 25 Critical Chance. It's effect is Deadly 2.

-Deadly 2 : +50% Critical Damage. Kinda good effect, doesn't it?)

If my game lasts more than 20-25 minutes,I'm trying to purchase my CORE.

-CORE : a list of items recommended by the game itself using my Amplifiers Set.

Other Advices.
Thank you for reading my Green Arrow Guide.
Now we are almost ready to take the Coast City.
Here are some advices for beginners to make game easier and faster.

Advice 1 :

Don't forget about timings.Always try to catch a Power Relay.
Try to catch as much as possible,at least 2 of 3.
2 relays gonna make elite drones on top lane, and 3 relays gonna make elite drones on both lanes.

Advice 2 :

Try to kill Doomsday Device.
It's gonna grant you bonus money and a weapon to use on enemy's Core and Towers.
It grants you 1000 damage on enemy's buildings.
A good bonus to end your game faster.
You can find Doomsday in the middle of the map.

Advice 3 :

Try to kill Raider. It gonna grant you 700 bonus credits.
You can find Raider in the bottom of the map.

That's all folks, wish you good luck.
Thanks for reading.

Bandit has a good point. Coda 3 is considered to be the best early game item for all ad characters. If u dont start with Nil's (I see no reason why u shouldnt, cause it's a nice +hp in case of early fights, nice +dmg and nice passive which can help u stay in lane earlier), u can go for Coda 1 and vials. Try this. Zeiss is not a good item at all, to be honest. It fits only Gaslight Bats with hybrid build. The core atck speed item is Huntress' for it gives again some nice dmg and with its passive u become a threat to guys a little bit fatter than supports. Joe's is ok too. These 3 items is a core. Then come situational items. Try this out. GL!

I would never start with Zeiss Googles. Since you are in lane, Nil weapon and Coda are your best bet, you can also grab vials with this build and it will give you far greater attack damage.
The start of the game DO NOT focus on attack speed, it will not benefit you. Rushing Coda for the penetration is probably the smartest move (tier 3)
If you build speed before getting a large sum of Attack Damage, you will have the wet noodle effect. You can hit your opponent really fast, but you will not being doing any damage.
Soultaker Katana should not be an early built item EVER. the cost is very high and the stacking doesn't start until the item is finished. Same problem with Attack speed, if you do not have the damage output you will not be stealing ANY worthwhile life.

when i do arrow, i focus on attack speed and lifesteal first. it makes it really easy to survive. the damage i work on after, but it also comes witht he lifesteal and attack speed.
