Install Vortex mod manager
You can install everything manual if you want to, but it's easier to use a mod manager for most.
So install Vortex to safe yourself some headaches in the future.

Go to ''https://www.nexusmods.com/'' and create a free account.
Click on the option mods at the top of the website and then download the Vortex mod manager on the right top.
Once the download is done, install vortex onto your PC and open the program.
In vortex go to the tab games on the left side and search for the game ''Fallout 4'' and click on manage, Vortex will then ask you to tell it where the game is installed on your system and might want you to restart the program.
When that is done, reopen Vortex and minimize it.
Now Vortex is ready to use.

Mods needed
You are going to need a couple mods from Nexus:
https://www.nexusmods.com/fallout4/mods/81933 Downgrader
https://www.nexusmods.com/fallout4/mods/47327?tab=description Address Library for F4SE Plugins
https://www.nexusmods.com/fallout4/mods/81859 Backported Archive2 Support System
https://www.nexusmods.com/fallout4/mods/42147 Fallout 4 Script Extender (F4SE)
Installing the mods
1- Go to Fallout 4 Script Extender (F4SE) and click files, scroll down to old files and click mod manager download on the file that says ''Game version 1.10.163'', then slow download.

2- Go to Backported Archive2 Support System click files, scroll down and click mod manager download on the file, then slow download.

3- Go to Address Library for F4SE Plugins click files, scroll down to Address Library - All In One
and click mod manager download on the file, then slow download.

For these first 3 mods we can let Vortex do the work, once downloaded vortex will auto install the mods.
If for some reason Vortex doesn't auto install, just go to the mod tab and click on the blue button in front of the mod, if the button is gray, the mod is installed but disabled, if it's green then it is fully installed and active.

4- Go to Simple Fallout 4 Downgrader click files, scroll down to Simple Fallout 4 Downgrader - for v1.10.984 and click on manual download, then slow download.
Extract this file to your desktop.
For extracting you can use winrar or 7zip, but most PC/Laptops come with one build in.
Then copy it's content to Fallout's 4 root folder.
Double-click the downgrader executable to launch it,
Wait for the "Patching successful" message in the console window that just opened, then you can close it.

And that is it, now you can mod the game like it was before the Next-gen update.
You will have the creation club items installed/active that where added with the Next-gen update, but you don't have access to the creation club store or in-game mod installer.
