설명
Guarantees every random, unary, binary & trinary starting system generates with a size 21 homeworld, eliminating the need to reset for a maximum size starting planet.

!!! Also affects AI Empires !!!

Should be compatible with most mods, only modifies custom_starting_initializers.txt & empire_initializers.txt.

Maybe set the districts to 21 too?
