Report a translation problem
Maybe try compatibility mode if you haven't already, In your steam library, right click Outlaws/ properties/ installed files/ Browse/ right click Outlaws exe/ properties/ compatibility/ put a check in compatibility mode/ select run as win.8/ hit apply at bottom/ create shortcut for that Outlaws.exe on your desktop/ restart your computer/ launch the game from the "Outlaws.exe shortcut" and not steam.. Other than this I don't know what will work, maybe check with BattlEye themselves and see what the error number means.
Try this:
Settings/ Privacy and Security/ Windows Security/ Device Security/ Core Isolation/ ("DISABLE "KERNAL-MODE HARDWARE-ENFORCED STACK PROTECTION" Then Restart Windows.)
I still use win,10 , but others are playing here with win,11, so it will work, doesn't sound like they're doing anything special just logging in, so it sounds like maybe your firewall is blocking battleye, maybe look in your firewall settings and see if its blocked, also look for popups asking to allow it that might be popping up behind the steam window that you can't see, had that happen before. other than that I can't be of much help as I don't have win.11. it will work though, just a matter of finding out why others can and you can't, I hope you can get it to work, if I find out anything solid I'll let you know.
