Although truth be told, some legendary stuff (like rocket turrets) are REALLY worth it.
As for the rest, steps etc, I found that having 3 upcyclers, 1 for each circuit, is very efficient.
Once the green circuit (which you should have tons of) reaches legendary, it gets transferred to red or blue, to create legendary immediately. But I haven't tested your way so I dunno.

But remember, use double rails. Single rails are gonna get stuck. I'm with double rails now and the supply of scrap never stops.
1. Recycle normal blue circuits in recyclers with quality modules.
2. You have green and red circuits with various quality. Sort it.
3. Research 13 level Processing unit productivity.
4. Build Elec plants, insert 5 prod3 legendary modules. You have +300% productivity.
5. Create blue circuits from recycled components. Non-lenendary blue circuits - recycle, legendary - store.
6. Profit. You recycle blue circuit with 25% productivity and create (after few cycles) legendary blue circuit with 300% productivity. 1 normal -> 1 legendary.
No. You can recycle holmium plates to 0.25x holmium plates. With quality modules in recycler you have quality plates.
It work for all similar items: all ores and stone, iron/steel/copper plates, plastic, tungsten carbide and plates, superconductor, carbon fiber, lithium plates, etc. All smelting/chemistry item.
