Diplomatic Weight Overflow Fix

Descripción
Reduces all diplomatic weight sources by 1000 times
In other words for example: converts 1M diplomatic weight from fleet power into 1k
Compatible with everything, modifies checksum

Somehow I managed to fix it by combining this with no diplo weight from fleet power. GIGAS systemcrafts with ACOT+AOT components get wacky when it comes to diplo weight from fleet power calculations...

Yeah. With both this, and 1/1000000 versions, it shows my diplo weight as 0, even though much weaker empires have weight of 1. Something is definitely not right

Good that the game actually shows the galcom empires in order of decreasing diplomatic weight

Unfortunately, I think my theory is correct because even with the 1/1000000 version, my empire is still placed at the bottom of the galcom diplo-weight list.
