Descripción
Adds an on_action for yearly_pulse causes all fleets to no longer be flagged as is_boss, thus replacing Skull icons with actual Fleet Power. This means it will fire every 01/01/2XXX

This will not fix any potential issues with fleets that have negative fleet power and may look weird with fleets that have over 100 million fleet power.

WARNING: If the fleet power of the fleet is greater than your command cap, the game will automatically try to split the fleet. If a SINGLE ship has a value greater than your fleet limit (possible with certain 'boss' ships like Systemcraft from Giga's), it will cause it to bug out and constantly rename itself and reset orders.

Made for 3.12 but should probably be compatible with future versions.

@Carbon I will look at doing that when 4.0 comes out. There might be a better way to target fleets in the release (though I'm not getting my hopes up, if there isn't I'll just exclude systemcrafts).

Is it possible to, as a bandaid until a better fix is found, only enable the skull for players (because let's be real: the systemcraft is absurdly powerful and we already know that, and you could also cite it as "modded issue") and leave it active for enemy units so that we can best choose when to get that "enigmatic fortress" off of our lawn?

@Zomifi I can look into it, though if it's tied to Fleet Settings I haven't yet found a way to read/filter them...
