Stuttering will occur if your game is installed on a (D:) Drive and a (E:) Drive!

This has to do with TF2's old ass struggling to grab data from another drive other than the steam files. And can cause issues like frequent pauses in gameplay, audio continuing but video cutting out, and sometimes entire areas not loading in time.


THE FIXES

The easy one is to simply uninstall and reinstall on your actual computer drive

The long-term solution is to move the entirety of steam to your hard drive

This is really the only way to solve your issue, 64 bit update seemed to have made things even worse in this regard too.

If you want to install mastermconfig (as well as learning to put it into tf2) you can go here[comfig.app] and create a custom config file that will give performance based on what you want (eg. make player models high quality but make map textures extremely low)

They also make huds but honestly they're pretty lackluster.

sometimes its literally as simple as verifying your steam files and seeing if theres a problem, this can especially be the case if you've put custom files in tf2.

Last Resort

If none of these worked, type net_graph 3 under the in game console and check for signs of number spikes when stuttering, from there you can determine the exact issue (if its internet or your problem or the servers problem), and you can look up your specific problem online and fix it.
