At the North East portion of the map there is a building that overhands a cliff.
The building spawns the angry men in fedoras you need to kill to unlock the cosmonaut.
While you can take shots at them from the road, there's a ramp to the East of the building that lets you drive around the other side, to get easier kills.

For anyone who wants to do it without this method, they're in the black classic 1920's cars. Destroy the car and it gets like 5 Mafiosa kills I think. Best place to farm them I found is the road around the main park

It worked for me, and I’m on the latest version. Went to the house, kept spawning them in, and popped the achievement and Yuri unlock. So maybe it got patched back in?

Yup they do not count, so instead just drive around the city and kill the cars. 1 car = 3 kills. Simple enough, also HOTDOGS !
