Intro
This will be a quick guide on how to get infinite cheat items and money to make completion easier.
Step 1: Skills
First you need three skills, Lucky Gourmand, Auspicious Gourmet and Bottomless Stomach.

You have the Lucky Gourmand skill from the beginning of the game and it has 3 different levels that cost 600, 2500, and 10000 SP. This skill makes lucky food bonuses appear in greater numbers when ordering from restaurants.

The Auspicious Gourmet will be unlocked through Side Case #31, it is the side case in Chapter 6 near the High School that starts the squirrel search. It costs 20000 SP and it shows you what restaurants have what lucky food bonuses.

The Bottomless Stomach skill can be purchased from Onodera's Wares for 50000 SP from "The Art of Gluttony" skill book at a later point in the game. This skill costs 40000 SP and allows you to eat food at restaurants without heath requirements.

Really, you only need the Lucky Gourmand skill, but getting Auspicious Gourmet helps cut down on running from restaurant to restaurant to find the food bonus you need, and Bottomless Stomach helps remove the health requirement for food.
Step 2: Item Drop+
Now that you got those skills, find a restaurant that has the Item Drop+ lucky food bonus. There are 4 different food bonuses, but the one we are looking for has a gift box icon.

When you find a eatery with the bonus, there may be 1-4 items on the menus with the bonus. Preferably, you want a restaurant with 4 lucky bonuses on the menu because if you eat them all, the bonuses effects stack, leading to more frequent drop rates.

After you eat, the eatery's food bonus will change and you will have the Item Drop+ bonus for a limited time, this leads into the next step...
Step 3: Fight
Fight dudes on the streets with the bonus active and more often than not, they will drop plates, divine water, and every cheat item in the game.

The bonus doesn't last very long, so find a place where dudes keep spawning, like Restaurant Row, to maximize the effects of the bonus.
Step Last: Profit
Now that you have a way to get infinite cheat items, now its time to use them to make money.

While all the items are helpful, the one I recommend for fast profit is the 10-10-1 charm, as it ends the game instantly while giving you a lot of points to spend on Platinum Plates.
Conclusion
Do it, it works. ♥♥♥♥ you Robotics Club and Drone Lab.
Updates
I will update the guide later to make it look better, I just want to 100% Judgment again on PC first.

Thanks for the guide, definitely helps a lot. Two important things that aren't mentioned though:
1. The cheat items only seem to drop from the random encounters with four or more enemies, which don't spawn in Ijincho until Chapter 6 (when you can get the Auspicious Gourmet).
2. The eatery food bonus changes regardless of what you order, so you can just buy one cheap item to cycle the bonuses.

For heat management I recommend getting the upgrades in boxer style that allows you to do a taunt when enemy is on the ground + the one that gives extra heat when there's one enemy left. This saves you from having to buy tauriners every so often.

I recommend getting all the SP upgrades then the two upgrades for snake style that increases the fear factor when you perform a successful parry. Equip training band (one of the earliest equipment you can purchase) and just parry all the DELINQUENT STUDENTS that you see then perform EX surrender on them. Students are much easier to scare than Yakuzas / thugs such that a successful parry that is upgraded will always send them into fear EXCEPT for miniboss elite types.

Easy 200-240 (+~200 ish SP) per enemy, and you get another 200 for sparing all of them. The downside to this is that it can get tiring / monotonous and it does not work as well on squads with elites in them, but the payoff slightly edges normal violence tactics since its less risky (can go for untouchable battle award for another +120 SP) because you're not attacking. These SP numbers assumes that you're at max extra SP upgrades btw.

Oh it's definitely a super slow way to get SP for sure. But if you want to get them as early as possible, when fights still give low returns and side quests are not open yet, it's probably one of the simplest ways.

It's much simpler to just go through a couple of chapters, then do a bunch of side quests, targeting the bonus XP from fights since you'll be doing lots of that. For every fight, beat someone with each of the 3 styles, pop EX Mode and immediately turn it off, and get 1 EX attack, plus another ES Surrender. And repeat.

You can nab the Secret Contacts item from Kinka Pharmacy early on for 5% extra SP too.

Ignore my below comment to some degree. Getting the money is the fun part, the endless purchasing and consuming of hug bombs is not.

Dude below me has a huge wang. Gonna go waste my time getting all the skills now. I had the same issue not getting enemy drops on restaurant row, but I guess I'll try in kamurocho once or twice for fun. Great guide!

If you want a guaranteed method, all you need is 30k SP, or $1M. Getting either initially can be hard, but you can always just gamble till you get 5 Platinum Plates.

If you have $1M, spend your money buying Hug Bombs from the pawn shop; they have an infinite amount. That gives you the 30k SP you need.

Buy the 10-10-1 gambling item from Odenara's Wares. Use it in the game. Congrats, you can now buy 20 Plates, which equates to 120k SP. Each Cycle multiplies the out by 4.

It's an infinite loop. Definitely slower than most options, but you can do this the moment you unlock the second city map. It also doesn't require you to get SP boosting items for said fights. Safe, and 100% assured. Just really boring.
