Lights and sirens can be defined in usage in a few states called codes:
Code 1,2,3 and 4 are the most common, here is a short view on what they each mean:
Code 1: Minor call, no hurry (No lights or sirens)
Code 2: Important call, hurry when possible (Use lights to skip red lights, short burst of sirens if vehicles are slowing you down)
Code 3: Major call, emergency (Full lights and sirens)
Code 4: No support needed, ending a call
Pro tip - you can "buzz" the siren and run red lights and wont lose CP, just turn it off quickly so you dont get the -2 CP deduction for it being on
