So they dont spin randomly. Ive also got a P6 emergency diesel setup.

explanation:
HP II makes 2MW, generates 8 steam
2 in stack 4MW
PG2 needs 3MW, 1 MW remains
LP II makes 2MW, needs 16 steam
PG II needs 3MW all used up.
the two HP II-s feed into a balancer that is priority to LP II and a side to 4 cooling towers (4 steam / tower). the towers also got balancers on them, and the LP II feeds into there as well.
Balancers are needed because auto balance doesn't run the LP II all the time, meaning it would clog up from the HP-s.
Mine runs on coal, 2x boilers on each row. Ive got four rows of this setup fed by 3 wells, and a balance setup running the water from the towers back into a buffer tank.
This plant outputs 26.6 MW
