I'm guessing since there's one of these for each tower that it isn't possible to just win using *only* ballista and get all of them?
Bearing that in mind, concerning starter houses - is the number fixed now, or does it vary from game to game? When I played it it was to some extent random, so I got a full/almost full "flower" of housing even right after a reset (and setting up the upgrade tree) at times.
Big thing I noticed is that if you do Respec and only unlock minimal passive cards and the tower for the achievement, your starting tower tile has much fewer houses (and mana cubes) on it, which leaves you with less income over the long haul. This ends up being quite noticeable mid game for me, and is one of the reasons that no-ballista runs are so challenging, having to rely solely on banditry and/or haunted houses for income.
