Yep, you can choose the research from a tech tree. Each time you start the game, the techs are randomised to a limited degree, to make player's change up their tactics every now and then.

Hmm, I read the research is blind, but it looks like you're choosing research ala a Civ tree? Can you do either like you could in SMAC?
