What happened?
This game is locked to 1088p resolution, 60 fps and has a godawful, blurry, always-on FXAA - all of which is a travesty, a farce and a grave injustice against you, dear reader, and PC Master Race as a whole.

In short
Install
1) Download the mod from here[github.com]
2) Extract both files inside - opengl32.dll and nep.ini - into the game's base folder.

You can find the game folder by right-clicking on your Nep game in Steam library, choosing "Properties", going to "Installed Files" tab and clicking "Browse".

If running on Linux (especially Gentoo, which is obviously the best Linux), add this line to Properties ➜ General ➜ Launch options:
WINEDLLOVERRIDES="opengl32.dll=n,b" %command%

Neptastic Mod is also available for Re;Birth1 and Re;Birth3!
Configure
Default configuration already provides all the improvements, including 2.0x resolution and 4K shadows.

If you wish to tune it yourself - Open the nep.ini file with any text editor. If needed, right-click on it and go to "Open With".

All the options have self-explanatory names, mirroring the list of features, and have comments explaining their effect and suggested values.

If you ever mess up your configuration, you can just delete the nep.ini file, and a new one with default settings will be created the next time you start the game.

Also, you can copy these config files between Re;Birth1, Re;Birth2 and Re;Birth3 games.

GLProxy[github.com] - Used as a base to barge into the game process and intercept OpenGL calls.
subhook[github.com] - Hooking certain CG and CRT calls at runtme.
Hyperresolution Neptunia[github.com] - Code to control main game resolution.
Single-pass Gaussian Blur by mrharicot[www.shadertoy.com] - Used in the new Bloom shader.

After placing both files in the root folder the game freezes in the start up all I see is my screen being white

Yea the problem shouldn't be with FPS unlock then, it seems to work out fine (this error is normal for different game versions, such as GoG or old pirated ones). Also, rb3 has FPS unlocked in the base game, so nothing needs to be done there.

If you keep getting this weird lag - try switching off mod functionality at the bottom, starting with resolution / shadow / VSync control.

The situation is exactly the same in npe.log for rb1.
Only a few parameters have changed such as rb1 is 0x00b4a687, the rest is exactly the same.
Only rb3 is a little different, without e:
i: Commence the Nep log for RB3
i: Resolution: 2560 x 1440, shadow size: 4096
i: Resolution: 2560 x 1440, shadow size: 4096
... The cycle continues.
And after the mod was removed, only the number of frames in rb3 remained unlocked after deletion

I've tried running as admin and closing fps unlock before, but nothing worked.
At the top of nep.log are these lines:
i: Commence the Nep log for RB2
i: Preallocating 188743680 bytes @ 0x05282020
i: Resolution: 2560 x 1440, shadow size: 4096
w: Incorrect FPS code offset (0x00c936a9), searching by signature.
i: Found FPS code @ 0x00c93889
i: FPS unlocked
Then there's the i, w, and e lines that mentioned last time, and each time start the game,get three more lines at the bottom

Quite strange. Try starting the game as administrator, or just disable FPS unlock if it becomes unusable. Never seen it happen to anyone before.
Are there any messages after "searching by signature"?
