i got to 500 colonists without dlc, on 570%. i'm a bit miffed that it doesn't make it clear that that is DLC exclusive. >:V

If it's an old save, I induced oxygen depletion or a power outage to reduce the population to 12 (ensuring the discovery of a new asteroid). For a new save, I imported residents directly.
I bought two rockets. One sent 11 people to any asteroid, then I abandoned that asteroid from the planet view. The other rocket sent the last person to a fully set up asteroid with oxygen and water, ensuring they wouldn't die.
Once the last person settled, I abandoned that asteroid from the planet view, which unlocked the achievement right away.
