This is not about break points it's about more damage for the javelin.
Incandescence is fine if you're using it right it's in fact the exact opposite of the situation you just explained, I don't know why you think having incandescence requires you to play super conservatively when that would just be a user choice.
As long as your ult and 1 stack of incandescence is on cooldown it just means you have 1 additional ult usage as if you weren't running it at all, it's all user choice.
Conversely using the same logic you applied to incandescence it makes more sense to always save the single stack of ult you have to use radiant inheritance for an oh shit moment.
