Unemployed Pops FIRST

A new bug in 3.0 version is that workers take specialist's job though there are still unemployed specialists, so citizens with full right upgrade from workers to specialists and can't easily go back.
This mod upgrade unemployed pops rank, hence when jobs are available, unemployed pop in the same strata will be consider first.
This bug frequently happened in artisans and metallurgists. For example, in picture1 I want to firstly cut down 2 metallurgists and then add 2 artisans. The result is in picture2 that I got 2 unemployed specialists and 2 less workers... Now with the mod the result is picture3, which is perfect.
Please tell me if this mod cause further troubles.
