Otter Editor's Dynamic Mod Menu Add-on

解説
This Mod does two simple things;

-Hides and Un-hides the Otter Editor Decision
-Opens the Otter Leader Editor

Could you do both things before yes, but hey now you don't have to used the CC to hide the decision nor select a pesky planet to edit your leaders. (Yes, This mod is mostly pointless)

1. Toggle would be about 3 to 4 times the code so i don't feel like it.

2. I like to live life on the edge

1. You can set a scientist's trait but you cannot clear it without pressing "reset all". Trait button should toggle trait on/off.

2. "Reset all" has no safety question - "Do you really want to do this?"
