So I was wondering if the type of weapon you use to kill foxes matters? Many players switch to Hardpoint arrows for their normal bow, because it has significantly higher damage output, but maybe this kind of arrow destroys the skin of animals?
I recommend switching to a different arrow type (the basic one) when hunting foxes.
Also, and this is confirmed: Create an ERRAND for the Gold backpack and have it active when hunting the foxes -- when you have an errand active that requires getting specific loot from your prey, the game silently increases the odds of that loot dropping.
