When you get to the jumping part, pause the game and open Task Manager.

Go to details >> GTAIV.exe >> right click >> Set affinity >> select only one CPU

The game might get laggy afterward.

However, you can select all CPU using the same method after climbing into the helicopter.

how to cap fps

I had my fps capped to 60 and it didn't work, capping my fps to 24 worked

you can also just limit your fps to 60. it's recommended to do that anyway because motorcycle physics are broken (unless u have zolika patch)
