The candle does not save it's status, so it should turn on again after restarting the game.

I broke the candle earlier, so I have to wait for an update to get this one (already reported the "bug")
Brought a wet sponge there and killed the fire to see what happens, since I was not sure what to do with the candle before I had the shooting upgrade

Thanks. To get "A Criminal Revealed", I think you should check out south part of Orangeburg, there's a candle on the top of one building. Just use that one to burn the cardboard nearby.

Did you manage to get the "A Criminal Revealed" Achievement?
It's the only one I still miss right now.
