Recommended config for de_rats_1337_v2:

sv_falldamage_scale 0.15 mp_autoteambalance 0 mp_roundtime 3.84 mp_roundtime_defuse 3.84 mp_c4timer 80 mp_freezetime 8 bot_kick

Save as rats.cfg in

(home folder)/.steam/steam/steamapps/common/Counter-Strike Global Offensive/csgo/cfg/

And then invoke it via the console:

exec rats

Or just directly put the commands in the console.
