I found an easy issue for this works both ways.

1. Go to graphics settings and change display mode to borderless (that fixes the issue instantly).
2. Just go keep changing display mode setting randomly till you stop on fullscreen and it fixes it too, if it doesnt work just do it again or just use option (1). (I use this cause less performance impact since its fullscreen).

There is another way to fix this some people found out that deleting config file in local files does the trick ( I can confirm that it works, but my way is 10x times better since most of the times you would need to delete the file again and again).
