Dragon Lore is one of the most iconic "symbols" of CS:GO. The design reads like: The Dragon Lore is born from CS:GO, which is King for 20 years (if you follow the dragon from the bottom).

It represents the "Ancient" era (I know it was born in CS:GO but aesthetically speaking) as opposed to The Howling Alpha, which is the modern era.
