Though this game is far, far off from real life, you could learn a lot from the real drivers. You dont see them trying to set a fast lap 10x during Q3. They give it 1 maybe max 2 tries. Because they know if I try once, I have an out lap, fast lap and in lap. Thats 3 laps with 1 one of them being fast. And the out lap you're warming up the tires which gives them some wear and tear. So if you go out twice it's 6 laps. Thats 6 race laps if you qualified with those tires.
It all eventually comes down to how badly do you want to win, and look in areas where you might find an advantage. The more you play the more you learn.
F1 has originaly been pretty open regarding tires. A problem emerged where the racing wasn't exciting anymore. Only at the beginning or the end could you expect to see some action.
So with this rule you give drivers that are 10+ up the grid harder tyres, and soft tyres to the front of the grid. Soft tyres wear more so they have to pit faster. When they pit they lose roughly 25sec and get put back behind the backmarkers. This brings more pressure to teams and drivers to manage their place within the grid queue, But also provides more racing entertainment for the audience.
Because this gets so complex, teams like mercedes have developed software to calculate all these things for them within seconds and give the optimal strategy. If you youtube something like that they have a nice video explaining the tech.
