NOTE: You can only get in this room after Quinn isn't there in anymore. The best time to get there is in my opinion after choose where the gas should go (and after you unlock the gates in guard tower) follow the mission and quinn talks to you via radio. Now you can go there (easily with lift)

NOTE: Very Tricky. you need 4 boxes to get in the container on the top and there it is.
