The VL tier 7 Jump Specialization has been fixed in patch 1.96
Enforcer spam is more viable even with TEC in play now that TEC starbase Self Destruct got nerfed in Patch 1.98 (6k range vs 9k and 10 second delay vs 3) Enforcers have range of 3150. Still can end badly if u dont gtfo quick enough.
I play vs AI with friends so I just colonize in the beginning with 2 Eggs and rush STTC eat everything but homeworld and keep all the asteroids and dead asteroids build refineries and trade routes. I try to work with just capital ships in the beginning keep fleet size low and build SBs on choke to repel early game rushes. End game is carrier + capital spam. I've been playing with enforcer spam.

An Advent guide would cost me ~50 hours.
I am currently involved in other projects, so there is little motivation to spent this much time from my own perspective.
And there is also no motivation based on the audience support.
So unless one of those 2 things changes, there are no plans on publishing the advent guide.
Currently we are not getting many of patches for sins, so no, it's not fixed in the base game. This may be fixed only in some of the mods
