This faction possibly exist's in S.T.A.L.K.E.R. due to the fact that it is shown that other country's (like Germany and America) have taken heavy interest in the Zone, making it likely some have formed secretive scientific groups. Making the International Scientific Group as possibly one of these secretive scientific groups.

its a shame that this faction was cut from the game, the developers of S.T.A.L.K.E.R. get a good idea that i like and then they decide to cut it.
